She oversees a statutory reporting process which gathers gender equality data from over 12, employers and covers more than 4 million Australian employees. Libby, in leading the Agency, is focused on working closely with employers to create workplaces in which the skills, experience and ambitions of employees are equally recognised and rewarded, regardless of their gender.

Libby has always had a strong personal commitment to public service. She started her career as a primary school teacher in the outer-suburbs of Melbourne, has sat on the boards of the non-profit organisations SIDS and Kids WA, and was Executive Chairman for Kalparrin — a charity which supports the carers of children with disabilities.

Prior to joining UQ, he received his Ph. Dr Okimoto's research tackles issues of social justice in organizations, politics, and society more broadly, particularly how biases in organisational and ethical decision-making contribute to discrimination, unethical practices, injustice, and conflict within and between groups. In he was awarded the Early Career Researcher Award from the International Society for Justice Research for his contributions to the understanding of conflict and justice repair.

He currently holds two major research grants studying the barriers preventing effective reconciliation and reintegration in the aftermath of workplace transgressions SSHRC Grant, Canada , as well as following major socio-political disputes ARC Discovery.

How dangerous it will be to leave the victim in the house is a primary consideration. In thirty six years of this work, I find that if the perpetrator has a history of serious assault against the partner, is also morbidly jealous, and has vowed to kill their partner, then whatever the rights and the wrongs of the case, the victim is obliged to leave not just the home, but the area as well.

What I am often looking at when I have to evaluate the safety of a person is whether the partner has the capacity to kill the partner. On the first occasion in my refuge, the mother was in my refuge with six children. The home was privately owned. We went to court and the judge put restraining orders on the father and ordered the mother to move back in.

I was adamant that she should not return and began to make arrangements for alternative accommodation. The father went back to court after a matter of months and told the judge that he wanted the house sold and the proceeds divided because she had not moved back in. In his profile he habitually told his wife that he would kill her. He beat her regularly. He fantasised that she was having affairs.

He grilled her about her day and monitored her phone calls. He kept her isolated from her friends and family and we was violent to all the children. Nora was a good woman, a wonderful mother and a great home maker. Finally the judge told us that if she didn't move back in the house would be sold. After all he said, there were restraining orders out and the police were warned to watch out for him. No doubt these days she would be provided with a 'safe room' a mobile phone linked directly to the police station and a whistle to blow if she saw him on the street.

As it was she said she had to go back. She saved all her life for the house and its. She knew that I could not provide her with a comparable standard of living for her children. I warned her that I thought he would kill her. This sort of paper can only be written because the authors have a political agenda to oust men from their homes. If you look at domestic violence as we can begin to understand it now that we have access to MRI scans of the brain you can see quite clearly that the brain of a new born child can be horribly damage by trauma.

As far as I am concerned Dr. Bruce Perry [see attached and appendix] is a leading exponent of these new findings in neurobiology. Not only is the baby exposed to violence and trauma in the early years brain damaged but also within the womb the baby shares the alcohol, drugs, rage, fear with the mother. These findings are heresy to the feminist movement and so is my contention that baby boys suffer greater damage than girls.

This statement of mine is anecdotal at the present time but for all these years of looking after thousands of children, I have been very aware of how resilient the girls were contrasted to the boys. I'm not saying that the girls were undamaged by the violence many of them were indeed damaged.

Many of the girls in the refuge were as violent as the boys, but overall the girls seemed able to negotiate their damage far more easily than the boys. Maybe as we become more able to map the brain in those early years we can use the findings to educate parents and workers in the field about the responsibility that we all have to our children.

We can teach them that 'experience' shapes the brain. Those of us who have suffered in the hands of abusive parents, or partners know that anything the law can offer will be useless in the face of the compulsive violent behaviour of a person who is oblivious to court orders, the police or the law.

To ignore these factors is to condemn innocent people to death. For far too long we have been besieged with misleading information that has covered the terrible cost and suffering of the true victims of domestic violence. Government assault on separated fathers One could be forgiven for thinking the Government has declared war on separated fathers. In the past month the media has confronted us with banner headlines generated from media releases issued by the Minister for Human Services, Senator Joe Ludwig:.

I want child support cheats to be caught out on camera so the courts can see the truth,". Deadbeat dads don't need a visa to enter New Zealand and governments need to work to-gether to identify and track down runaway parents.

The Child Support Agency has already been criticised by the Auditor General for using cumulative totals in their efforts to justify their performance. Yet CSA continue to do so, as well as ignoring false debts created using unsustainable or unrealistic income determinations.

Why is no mention made of this significant figure? Obviously, it would spoil a good rant against paying parents mostly fathers and the Minister would then need to find other reasons to justify toughening up the methods used to hunt down Australian fathers, who may have done nothing deliberately wrong, but find themselves unable to service the high levels of child support demanded by the Child Support Agency.

The Agency can garnishee salary payments directly from employers without a court order; intercept third party payments due to the payer without court order authority or raid funds in bank accounts, even from joint accounts … all without a court order or the person having an opportunity to put forward their arguments as to why this seizure of funds should not occur.

Money seizures undertaken on the whim of an overzealous CSA collection agent have resulted in interstate transport drivers finding themselves unable to refuel their truck because the CSA has rifled their bank account or intercepted their diesel fuel rebate; the self employed find themselves unable to pay their GST bill — bank accounts having been raided; employers are unable to pay wages or superannuation because bank accounts have been stripped.

Other fathers find themselves unable to provide for themselves, their second family or pay the mortgage due to their bank account being raided without notice.

However, our system of social security fortunately recognises some within our community are unable to do so. Centrelink then steps in to provide support for low income, unemployed parents who cannot support their children themselves. Why then does the Government ignore the circumstances of separated parents, as they do when refusing to recognise the difficulties of supporting two households on one income?

CSA powers have included the ability to deem paying parents usually fathers with higher incomes, often based solely on untested information provided by the other parent or based on higher incomes earned in previous years long gone. It is not unreasonable to suggest a paying parent who is already struggling to cope with his payments will have little chance of meeting the higher child support demands.

His available income is already fully allocated to paying rent, or a mortgage, food, clothing, transport and his child support leaving little left for emergencies.

Deeming a higher income invariably results in substantial increases in child support payments. Existing commitments made to a budget that included a set rate of child support based on actual earnings, do not disappear just because child support now demands higher amounts. It is little wonder to this Agency why the death rate among child support clients is twice the level found in the general population. These are a parents of children under 18 years, be must normally be regarded as in the prime of their life,.

For the Minister and the Child Support Agency to run a campaign of this nature based on a very small percentage of parents who deliberately do not comply with the CSA demands is simply unnecessary vilification, which will result in further vindictiveness against perfectly good fathers who are doing their very best to support their children in difficult circumstances.

Paying parents are treated appallingly, stripped of any remaining dignity they are required to account for every dollar they spend of their income, justify any changes to their income or employment circumstances and if the CSA does not agree they will be penalised by increased payments and late payment penalties. This is not a life for Australian separated fathers or for the increasing number of liable mothers, though in our observation it would seem mothers are treated with more respect and leniency than fathers in a similar position.

Hardly a surprising result when CSA and the Government persist in denigrating Australian fathers who are separated from their children. Perhaps recovering the cost of caring for elderly parents might be next on their list of demands. A chronology of the case reveals the mother has on at least 8 occasions made allegations of sexual abuse against the father and until April these were resolved by consent orders being made and agreed to by both the mother and father giving the father unsupervised contact.

He did, however find the father acted in "a most inappropriate manner" with the children. The inappropriate behavior included the "use of "baby talk", failure to pay child support, and purchase of a motor cycle for the children". The question raised in this appeal was - "Did his Honour appropriately consider, give reasons and craft orders to enable these children to have a relationship with their father, which was, even if not optimal, important, significant and valuable to.

In summary, Boland J writes "I am satisfied that his Honour fell into appealable error in his consideration of s 60CC 2 a and b as, having found no unacceptable risk of physical abuse by the father, he failed to consider, having found the children believed they had been subject of sexual abuse , if it was possible or appropriate to make orders to promote a meaningful relationship for the children with the father both in the shorter and more significantly the longer term".

Any working parent undertaking a long and distressing battle within the courts to ensure the rights of the children to have a relationship with each parent is bound to incur considerable costs.

This precedent case is an important break through for parents to ensure their applications receive full consideration on the available facts presented to the court. No one knows for sure how old he was, since his birth records were long ago lost in bureaucratic red tape.

Common Sense lived by simple, sound financial policies don't spend more than you can earn and reliable strategies adults, not children, are in charge. His health began to deteriorate rapidly when well-intentioned but overbearing regulations were set in place. Reports of a 6-year-old boy charged with sexual harassment for kissing a classmate; teens suspended from school for using mouthwash after lunch; and a teacher fired for reprimanding an unruly student, only worsened his condition.

Common Sense lost ground when parents attacked teachers for doing the job that they themselves had failed to do in disciplining their unruly children. It declined even further when schools were required to get parental consent to administer sun lotion or an aspirin to a student; but could not inform parents when a student became pregnant and wanted to have an abortion. Common Sense lost the will to live as the churches became businesses; and criminals received better treatment than their victims.

Common Sense took a beating when you couldn't defend yourself from a burglar in your own home and the burglar could sue you for assault. Common Sense finally gave up the will to live after a woman failed to realize that a steaming cup of coffee was hot. She spilled a little in her lap, and was promptly awarded a huge settlement. Common Sense was preceded in death by his parents, Truth and Trust; his wife, Discretion; his daughter, Responsibility; and his son, Reason.

Not many attended his funeral because so few realized he was gone. If you still remember him, pass this on. If not, join the majority and do nothing. Can we fix it: Some boys feel closer to the cartoon character Bob the Builder than they do to their own fathers.

Some young boys are forming closer bonds with television characters such as Bob the Builder than with their own families, an expert has warned.
